- To protect and promote the health of the people of Oromia and nearby Regions by addressing priority public health problem-focused research based on regional public health research agenda, on priority health problems
- Strengthen its laboratories with trained man power and technology to carry out referral diagnostic and analytical tests and support the capacity building of health facilities laboratories at the regional level to enable them provide quality laboratory services.
- Prepare and distribute reagents for catchment health facilities laboratories
- To ensure effective, efficient and consistent running of Communicable and non-communicable disease Referral Testing Process.
- To facilitate Referral samples testing process from different health facility by coordinating staff
- To Ensure availability of all necessary supplies , equipment & monitoring and control of its wisely utilization
- To implement continues quality improvement to provide quality laboratory service for referral samples from health facilities
- Improving laboratory quality service and controlling disease outbreak and reducing risk in the community
- To ensure functionality of sample referral system & network in the catchments
